프란치스코 교황, 중국의 '위구르족 박해' 첫 언급

프란치스코 교황이 중국의 서부 신장 지역에서 위구르 소수민족을 대상으로 일어나고 있는 광범위한 인권 유린 의혹에 대해 침묵을 깨고 처음으로 '박해'를 공개적으로 언급했다.

교황은 신간 "Let Us Dream : 더 나은 미래를 향한 길"에서 다음과 같이 언급했다.

"저는 종종 박해받는 사람들을 생각합니다: 탄압받는 로힝야족, 불쌍한 위구르족, IS에 의해 학살당했던 야지디족, 교회에서 기도하는 동안 폭탄이 터져 살해당한 이집트와 파키스탄의 기독교인들." 

"I think often of persecuted peoples: the Rohingya, the poor Uyghurs, the Yazidi -- what ISIS did to them was truly cruel -- or Christians in Egypt and Pakistan killed by bombs that went off while they prayed in church," Francis says in a new book, "Let Us Dream: The Path to A Better Future," published on Monday.

미 국무부는 이슬람교도들이 대부분인 200만 명에 달하는 위구르인들과 다른 소수 민족들이 신장에 있는 거대한 수용시설에 감금되어 세뇌, 신체적 학대, 불임수술을 당했다고 묘사했다.

The US State Department has said as many as two million Uyghurs, who are predominately Muslim, and other minority groups have been taken to huge detention centers in Xinjiang, where former detainees have described being subjected to indoctrination, physical abuse and sterilization.

중국은 이 캠프가 종교적 극단주의의 위협을 해결하기 위해 지어진 직업 훈련소라고 주장하고 있으며 신장 지역의 광범위한 인권 유린 의혹을 부인하고 있다.

 

Beijing insists the camps are vocational training centers built to address the threat of religious extremism and denies allegations of widespread human rights abuses in Xinjiang.

바티칸은 최근 중국 본토에서 주교 임명 문제를 놓고 중국과 논란이 되고 있는 협정을 연장했다.

The Vatican recently extended a controversial agreement with Beijing over the appointment of bishops in mainland China.

중국은 오랫동안 모든 주교 임명에 대해 최종 결정권을 주장해 왔지만, 2018년 협정은 1951년 공식적인 외교 관계를 단절시킨 양측간의 수십 년간의 긴장을 종식시켰다.

 

Beijing had long insisted on having the final say on all bishop appointments in the country, but the 2018 agreement brought to an end decades of tension between the two sides, which severed formal diplomatic ties in 1951.

구체적인 합의 내용은 공개된 적이 없고 마이크 폼페이오 미국 국무장관 등 일각으로부터 비판을 받고 있다.

The details of the agreement have never been made public and it has been criticized by some, including US Secretary of State Mike Pompeo.

자오 리젠 중국 외교부 대변인은 20일 정례 브리핑에서 프란치스코 교황이 위구르를 박해받는 민족 목록에 포함시킨 것은 "전혀 근거 없는 사실"이라고 말했다.

 

Speaking at a regular press briefing Tuesday, Chinese Foreign Ministry spokesman Zhao Lijian said that Pope Francis's inclusion of Uyghurs on a list of persecuted peoples was "totally groundless."

"중국에는 56개의 민족이 있으며, 위구르족은 동등한 구성원으로서, 중국 정부는 소수 민족을 항상 동등하게 대우하고 그들의 정당한 권익을 지켜왔다"라고 말했다.

 

"There are 56 ethnic groups in China, and the Uyghur ethnic group is an equal member of the big family of the Chinese nation. The Chinese government has always treated (all) the minority groups equally and protected their legitimate rights and interests," he said.
